The funds are to be provided as block grants to States to assist with losses of revenue, quality, or production of crops, trees, bushes, and vines resulting from freeze or cold weather conditions. Compensation will be provided to producers for losses of multi-year crops. Funds are restricted to losses occurring in counties receiving a disaster designation from the Secretary on March 4, 2026, for freeze and related cold weather conditions. Funds will be made available upon request from a State department of agriculture or other appropriate State agency. The Secretary must submit reports to the House and Senate Appropriations Committees detailing the implementation of the assistance program, no later than 120 days after enactment and each fiscal quarter thereafter. Congress designates this amount as an emergency requirement.
