Funds will be made available upon request from a State department of agriculture or other appropriate State agency. The Secretary must submit reports to the House and Senate Appropriations Committees detailing the implementation of the assistance, starting within 120 days of enactment and quarterly thereafter. The amount is designated by Congress as an emergency requirement.
