This section expresses a sense of Congress that artificial intelligence (AI) is rapidly transforming the world and that the United States should provide opportunities for youth to cultivate AI skills. The section aims to promote AI literacy and proficiency among people in the United States through education, training for educators, and early exposure to AI concepts. It recognizes the importance of maintaining U.S. leadership in AI technology, particularly in light of strategic adversaries' pursuit of AI for surveillance, weaponization, and economic competition. The Director of the National Science Foundation is authorized to make awards to institutions of higher education or nonprofit organizations to support research activities focused on developing AI literacy curricula, instructional materials, teacher professional development, and evaluation methods for K-12 education. Award funds can be used for curriculum development, professional learning opportunities for educators, evaluation tool development, professional development courses, hands-on learning tools, and augmenting existing curricula. AI literacy is defined as having the age-appropriate knowledge and ability to use AI effectively, critically interpret outputs, solve problems in an AI-enabled world, and mitigate potential risks.
