To be eligible, drivers must be at least 21 years old, demonstrate English proficiency sufficient for communication and understanding traffic signs, possess a valid driver's license from a single state or jurisdiction, and have successfully completed a road test. An exception to the English proficiency requirement exists for deaf or hearing-impaired drivers who use American Sign Language. Transportation network companies and shared-use mobility companies must certify that their drivers meet these requirements to be eligible for federal agreements or contracts. Companies found to be non-compliant with their certification may be debarred from receiving federal contracts for five years. The section defines 'executive agency,' 'shared-use mobility company,' and 'transportation network company' for the purposes of this legislation.
