The head of an executive agency may not award contracts to transportation network companies or shared-use mobility companies unless drivers meet certain requirements. Drivers must be at least 21 years old, able to read and speak English, and have a valid driver's license. Companies must certify that their drivers meet these requirements to be eligible for contracts. Non-compliant companies may be debarred from receiving federal contracts for 5 years.
