This section amends the United States Information and Educational Exchange Act of 1948 and the Foreign Relations Authorization Act, Fiscal Years 1986 and 1987. The USAGM CEO is authorized to disseminate information about the United States abroad through various media. Generally, materials disseminated abroad may not be distributed within the United States, its territories, or possessions, except for examination by press representatives, researchers, and Members of Congress. Motion pictures and other materials prepared for dissemination abroad will become available for domestic distribution 12 years after initial dissemination abroad or preparation, if never disseminated abroad. The USAGM CEO will be reimbursed for expenses related to domestic distribution, credited to its appropriation. The Archivist of the United States will be the custodian of these materials and will establish regulations for release, including securing rights and fees. The Foreign Relations Authorization Act is amended to generally prohibit using USAGM funds to influence public opinion in the United States or distributing program material within the U.S. An exemption exists for programs carried out under the Mutual Educational and Cultural Exchange Act of 1961.
