What does MATERNAL MENTAL HEALTH EQUITY GRANT PROGRAM. of Moms Matter Act do?

This section establishes the Maternal Mental Health Equity Grant Program within the Department of Health and Human Services. The program will award grants to eligible entities to address maternal mental health conditions and substance use disorders. Priority will be given to organizations partnering with community-based organizations and operating in areas with elevated rates of maternal mortality, severe maternal morbidity, maternal health disparities, or adverse perinatal outcomes. Eligible entities include community-based organizations, nonprofit organizations, maternity care providers, mental health providers, government entities, and Indian Tribes/organizations. Recipients must include bias and discrimination training, including implicit bias training, in their curriculum. Recipients are required to submit annual reports on program activities, including student demographics and career placement. Grants can be up to five years in duration. The Secretary is required to provide technical assistance to grant applicants and recipients. The Secretary must submit a report to Congress within four years of enactment evaluating the program's effectiveness.
