What does MATERNAL MENTAL HEALTH EQUITY GRANT PROGRAM. of Moms Matter Act do?

This section establishes the Maternal Mental Health Equity Grant Program to award grants to eligible entities. The program aims to address maternal mental health conditions and substance use disorders, particularly within demographic groups experiencing elevated rates of maternal mortality, severe maternal morbidity, or health disparities. Eligible entities include community-based organizations, nonprofit organizations, maternity care providers, mental health providers, governmental entities, and Indian Tribes/organizations. Grant funds can be used to establish or expand maternity care programs, group prenatal/postpartum care, address stigma, raise awareness, prevent suicide, and provide education and training to providers. Priority will be given to entities partnering with community-based organizations and operating in areas with high rates of adverse maternal outcomes or health professional shortages. Recipients must submit annual reports detailing activities and evaluations, and the Secretary will submit a comprehensive report to Congress by the end of fiscal year 2030. The Act authorizes $25,000,000 for each of fiscal years 2027 through 2031 to carry out this section.

This section amends Title VII of the Public Health Service Act to establish a grant program for maternal mental and behavioral health care workforce development. The Secretary may award grants to entities to establish or expand programs that provide education and training for mental or behavioral health care providers specializing in maternal mental health. Grants can be used to establish new schools/programs or expand existing ones, including offering scholarships. Priority will be given to entities demonstrating a commitment to recruiting and retaining students and faculty from racial and ethnic minority groups. Applicants must demonstrate strategies for recruiting and retaining a diverse pool of students, particularly from underserved populations, and those planning to practice in health professional shortage areas or areas with maternal health disparities. Recipients must include bias and discrimination training, including implicit bias training, in their curriculum. Recipients are required to submit annual reports on program activities, student demographics, and career placement. Grants can be up to 5 years in duration. The Secretary is required to provide technical assistance to grant applicants and recipients. The Secretary must submit a report to Congress within four years of enactment assessing the program's effectiveness.
