The Secretary will prioritize projects that improve fertilizer production methods, dedicate capacity to U.S. agricultural commodity production, or improve competition and reduce fertilizer prices. Eligible activities include building or purchasing facilities, covering predevelopment costs, providing working capital, modernizing facilities, purchasing equipment, reducing emissions, ensuring legal compliance, and workforce development. Grants under this section may not exceed $100,000,000, and recipients must provide matching funds equal to the grant amount. Loan terms and conditions will generally align with existing business and industry loan programs. Projects can last up to 5 years, with potential extensions at the Secretary’s discretion. Funds provided under this section are intended to supplement, not supplant, other federal, state, or local funding. Recipients must repay grants or loans if the project's assets are sold or transferred to an entity with a large market share within 10 years.
