This section establishes the Manufactured Housing Community Improvement Grant Program under Title I of the Housing and Community Development Act of 1974. The program provides grants to eligible recipients for the development or improvement of eligible manufactured housing communities. Eligible recipients include units of general local government, housing authorities, resident-owned communities, nonprofit entities, community development financial institutions, Indian Tribes, and other entities working with eligible communities. Eligible projects can include community infrastructure improvements, housing reconstruction/repair/replacement, planning, resident health and safety activities, land acquisition, resident services, and other activities approved by the Secretary. Grants cannot be used to rehabilitate units built before June 15, 1976, but can be used for their disposition and replacement with compliant units. The Secretary will prioritize applicants benefiting low- and moderate-income residents and preserving long-term housing affordability. The Secretary may waive certain requirements to facilitate the program's use, except those related to fair housing, nondiscrimination, labor standards, and the environment.
