The Administrator of the Federal Emergency Management Agency (FEMA) is tasked with developing and establishing this unified system within 360 days of the Disaster Assistance Simplification Act's enactment. The system aims to facilitate consolidated applications, expedite assistance delivery, support fraud detection, and provide information to disaster survivors. The system must accept applications, provide status updates, allow information updates, distribute recovery resources, and enable direct communication between agencies and survivors. The Administrator can collect, maintain, disclose, and use disaster assistance information among agencies, subject to certain conditions and a public notice requirement. The Administrator may waive the Paperwork Reduction Act requirements during a declared disaster, with transparency requirements. Reports are required from FEMA and the Comptroller General of the United States to assess the implementation and impact of this section.
