What does SEA TURTLE RESCUE, REHABILITATION, AND RESPONSE. of Sea Turtle Rescue Assistance and Rehabilitation Act of 2025 do?

This section amends the Marine Mammal Protection Act of 1972 to establish a Sea Turtle Rescue, Rehabilitation, and Response program. The Secretary of Commerce and the Director of the United States Fish and Wildlife Service are directed to include separate eligibility for grants to address sea turtle rescue, rehabilitation, and response, subject to appropriations. Grants awarded under this program must consider rehabilitation of stranded sea turtles and comply with grant criteria and requirements developed in consultation with the United States Fish and Wildlife Service. Entities applying for grants must be authorized under the Endangered Species Act of 1973 or have a cooperative agreement with the Secretary of the Interior, and comply with data reporting requirements. Two interest-bearing funds are established: the ‘Joseph R. Geraci Marine Mammal Rescue and Rapid Response Fund’ and the ‘Sea Turtle Rescue, Rehabilitation, and Rapid Response Fund’. Amounts in these funds are available for emergency assistance provided by the Secretary. The bill authorizes appropriations of $5,000,000 for the sea turtle rescue grant program for each fiscal year from 2025 through 2030, and $500,000 for each of the two funds for the same period.
