This section prohibits the Department of Homeland Security from using funds, including those from the Immigration Examinations Fee Account, to adjudicate employment authorization applications for aliens described in sections 101(a)(15)(F) or (M) of the Immigration and Nationality Act unless such employment is expressly authorized by an Act of Congress. Unobligated balances in the Immigration Examinations Fee Account, determined by the Secretary of Homeland Security to be attributable to unauthorized employment authorization applications, are rescinded. The Secretary of Homeland Security must determine the amount to be rescinded within 30 days of the Act's enactment.
