What does RESTORATION OF FUNDING FOR THE MULTI-STATE INFORMATION SHARING of Guaranteeing Universal Access to Cybersecurity Act do?

This section amends the Homeland Security Act of 2002 to establish a cooperative agreement between the Director and the operator of the Multi-State Information Sharing and Analysis Center (MS-ISAC). The cooperative agreement will provide Federal support for cybersecurity services, cyber threat intelligence collection and dissemination, and technical assistance to State, local, tribal, and territorial (SLTT) entities. The MS-ISAC is required to provide no-cost membership and access to core cybersecurity services to all SLTT entities that apply. The MS-ISAC must prioritize outreach to SLTT entities lacking dedicated cybersecurity staff, operating on limited budgets, or identified as covered entities. The MS-ISAC must maintain interoperability and data-sharing arrangements with federal agencies. The Director, in coordination with the MS-ISAC operator, must develop and implement a plan to restore and retain participation of SLTT entities and critical infrastructure owners/operators in the MS-ISAC. The Director must submit a report to congressional committees on the implementation of the plan, including enrollment numbers and barriers to participation. This section appropriates $50,000,000 for fiscal year 2027 and each fiscal year thereafter to carry out these provisions.
