What does ASSESSMENT OF ARTIFICIAL INTELLIGENCE EFFECTS ON WARFIGHTER of WARP Act of 2026 do?

This section requires the Secretary of Defense to conduct a comprehensive assessment of the effects of artificial intelligence (AI) systems on warfighter skill retention and operational readiness, commencing no later than August 1, 2027. The assessment will identify military occupational specialties and operational roles where proficiency sustainment is most critical due to AI adoption. The assessment will evaluate conditions where AI augments warfighter capability and those requiring proficiency sustainment to preserve independent judgment. Research activities to support the assessment may include controlled experiments, longitudinal studies, and simulations comparing performance with and without AI systems. The Secretary of Defense must designate a senior official to coordinate the assessment and integrate findings into Department policies. The Secretary of Defense must submit an initial report to the congressional defense committees within one year of the Act's enactment, followed by a longitudinal study report three years after enactment. The Secretary of Defense is also required to provide briefings to the congressional defense committees on the assessment findings and recommendations.
