This section directs the Secretary of Defense to assess United States and foreign air and missile defense systems and interceptors within the U.S. Central Command area of responsibility. The assessment must include descriptions of current systems, inventories, production rates, and expenditures against attacks since October 7, 2023. The Secretary of Defense must also assess systems damaged or destroyed by attacks and identify instances where U.S. industry cannot fulfill foreign partner orders. The Secretary of Defense is tasked with developing a strategy and implementation plan for cooperation with foreign partners to implement a multinational air and missile defense system. This strategy should address replenishing interceptor supplies, facilitating system transfers, and increasing defense system capacity within the U.S. Central Command area. The plan must also assess the feasibility of creating a stockpile and establishing joint ventures to accelerate production. A Missile Defense Agency Regional Working Group, formally named the ‘Multilateral Middle East Missile and Drone Defense Working Group,’ is established to share lessons learned and integrate best practices. This working group will convene at least every six months and submit annual reports to Congress detailing its activities and recommendations.
