If the agency determines a risk exists, the Commission must add the equipment/services to the covered list and submit a report to congressional committees. If the agency determines no risk exists, a report is submitted to congressional committees, and other agencies must review the determination within 180 days and report their findings. All determinations must be submitted to congressional committees in unclassified form, with the option of including a classified annex.
