Larger institutions (assets > $100 billion) will be required to conduct testing quarterly, while smaller institutions (assets between $10 and $100 billion) will test semiannually. The Board and Federal reserve banks are directed to implement operational improvements to ensure rapid access to advances, including extending access hours to 8 p.m. and creating an online platform. The Board will review and revise reporting policies to reduce the risk of market distortions related to advances. A study will be conducted to explore measures to reduce the stigma associated with advances and improve the process.
