The “Pax Silica initiative” is a Department of State-led initiative announced on December 11, 2025, focused on strengthening cooperation to develop and secure supply chains for technologies essential to U.S. national security and economic competitiveness.

Before approving partnerships, the Secretary must assess technology misuse and diversion risks, establish mitigation requirements, and coordinate with the intelligence community. The Program seeks cost-sharing with foreign government partners to ensure long-term buy-in and sustained procurements. Funds are authorized at $500,000,000 for fiscal year 2026 through fiscal year 2031 to the Cyberspace, Digital Connectivity, and Related Technologies (CDT) Fund. The Program will terminate eight years after the date of enactment.
