If exigent circumstances cease during an enforcement action, the action must be discontinued until those circumstances reemerge. Individuals conducting enforcement actions must make efforts to be discreet, limit time spent, and focus on the intended target. Certain locations are defined as 'sensitive locations,' including schools, places of worship, disaster relief sites, and facilities assisting vulnerable populations. The Secretary of Homeland Security must report enforcement actions at sensitive locations to the Office of the Inspector General and the Office for Civil Rights and Civil Liberties. Annual training on compliance with this subsection is required for specified officials and employees of U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection.
