This section directs the Secretary of State to advance U.S. foreign policy goals to improve cooperation in international biodefense, biosecurity, and biotechnology matters with allies and partners. Within NATO, the Secretary of State is tasked with pursuing enhanced biodefense cooperation, including prioritizing policy development and strengthening interoperability. The Secretary of State is also directed to pursue international biotechnology, biosecurity, and biodefense cooperation with U.S. allies and partners, including exploring cooperation with major non-NATO allies. The Secretary of State must develop a 'NATO Biodefense Strategy' and an 'International Biotechnology, Biosecurity, and Biodefense Cooperation Strategy'. These strategies must include assessments of current cooperation, identification of gaps, and recommendations to address those gaps. A report containing these strategies must be submitted to Congress within 270 days of the Act's enactment. The Secretary of State must also provide a briefing to Congress within 90 days of the Act's enactment regarding significant developments related to biotechnology and biosecurity.
