This bill is formally titled the Creating Resources for Every American To Experiment with Artificial Intelligence Act.

What does NATIONAL ARTIFICIAL INTELLIGENCE RESEARCH RESOURCE. of CREATE AI Act do?

This section establishes the National Artificial Intelligence Research Resource (NAIRR) within the National Science Foundation. The NAIRR aims to advance artificial intelligence research and develop AI skills for the U.S. workforce by connecting researchers and educators to computational, data, software, and educational resources. A Program Management Office (PMO) will be established to oversee the NAIRR, develop its budget, and coordinate resource contributions. Eligible users for the NAIRR include researchers, educators, and students affiliated with U.S.-based institutions, as well as employees of certain entities with a demonstrated mission-need. The NAIRR must adhere to research security requirements outlined in National Security Presidential Memorandum-33. Policies will be established to encourage open-source software development related to the NAIRR. A fee schedule may be established for NAIRR access, with a free tier of access available. An Advanced Cyberinfrastructure Advisory Committee will assess the activities of the Office of Advanced Cyberinfrastructure, including the management of the NAIRR.
