Starting July 1 following the effective date of the terminology requirements, institutions must submit templates of their financial aid offer forms to the Secretary. The Secretary will make these submitted templates publicly available. Eligible institutions participating in programs under the Higher Education Act must ensure their financial aid offers comply with sections 124 and 125.

The initial study must be completed within one year of the form templates' submission to the Secretary of Education, as defined by section 3 of this Act.
