This section amends the Higher Education Act of 1965 to require institutions to report completion and graduation rates for various student populations. The amendment applies to programs of study that are four years or longer, as well as those less than four years. Institutions must report percentages for first-time, full-time, first-time, part-time, non-first-time, full-time, and non-first-time, part-time students. Completion or graduation times considered include the normal time, 150% of the normal time, 200% of the normal time, and 300% of the normal time. The Secretary is directed to display these percentages in a consistent and equally visible manner. Section 485(a) of the Higher Education Act is also amended to incorporate these completion and graduation rates into institutional and financial assistance information for students.
