What does SHORT TITLE. of ADVICE Act do?

What does ESTABLISHMENT OF AN ADVISORY COMMITTEE REGARDING of ADVICE Act do?

This section establishes an apprenticeship advisory committee within the Department of Labor. The Secretary of Labor will appoint members to the Committee, including representatives from State workforce agencies, data systems, apprenticeship program sponsors, labor organizations, industry, and institutions of higher education. The Committee is appointed for the life of the Committee and vacancies are filled in the same manner as the original appointment. Within two years of enactment, the Committee must submit recommendations to the Secretary of Labor and Congress. These recommendations focus on incentivizing States to increase the standardization and interoperability of registered apprenticeship program data with various systems, including those of the Department of Labor and the Department of Education. The Committee will also recommend ways to improve data collection, reduce reporting burdens on sponsors, and track outcomes-based data, such as retention and pay statistics. The Committee will also recommend incorporating registered apprenticeship program data into elementary, secondary, and postsecondary education systems. Government employees may be detailed to the Committee without interruption of civil service status. Committee members are authorized travel expenses. The Committee will terminate the day after it submits its report.

What does RECOMMENDATIONS FROM THE SECRETARY OF LABOR. of ADVICE Act do?

This section requires the Secretary of Labor to issue a policy plan within 30 days of receiving a report. The policy plan must be based on the recommendations in the report submitted under section 2(d). The Secretary of Labor must also submit a request to Congress for targeted appropriations. The appropriations are intended to empower and incentivize States to implement the policy plan's recommendations.

What does IMPLEMENTATION OF THE DATA STANDARDIZATION AND INTEGRATION of ADVICE Act do?

This section amends the National Apprenticeship Act of 1937. Section 4 of the National Apprenticeship Act is redesignated as section 5. A new section 4 is inserted after section 3 of the National Apprenticeship Act. The Secretary of Labor, in collaboration with the Secretary of Education, must consider recommendations from the Apprenticeship Advisory Committee's Data Standardization and Integration Policy Plan. These recommendations are to be considered when administering a system to carry out activities authorized under section 1 of the National Apprenticeship Act.
