This section directs the Federal Trade Commission (FTC), in coordination with State attorneys general, to conduct a study of anti-competitive conduct related to oil and gas companies and markets. The study will investigate whether oil and gas companies use financial resources in ways that limit fuel supply, such as reducing production investments or engaging in stock buybacks. The study will also analyze whether such conduct results in inflated consumer costs, delays fuel supply, impacts investment decisions, or restricts alternative fuels. The FTC is required to submit a report to specified congressional committees within one year of the Act's enactment, and annually for the following two years. The report will include recommendations for legislation and administrative actions to ensure fair, competitive, and transparent oil and gas markets. The Paperwork Reduction Act does not apply to information collection under this section. The FTC is authorized to appoint up to 50 additional personnel to conduct the study, outside of civil service regulations. A total of $15,000,000 is authorized for appropriation to the FTC for fiscal years 2027 and 2028 to carry out this section.
