Eligible grant recipients include States, local governments, federally recognized Indian tribes, regional planning organizations, nonprofit organizations, and institutions of higher education. The Federal share of grant-funded activities is capped at 75 percent. The Administrator is required to coordinate actions of Federal agencies affecting water quality and living resources in the region. The Administrator has authority to enter interagency agreements, establish working groups, and contract for services.
