Interstate commerce of hemp and hemp-derived cannabinoid products is not prohibited between states or Indian tribes that have opted out. If states or Indian tribes opt out, they must comply with the laws of all involved parties in interstate commerce. Section 297C is amended to provide an exemption from the Department of Agriculture plan, except as provided in section 297B(a)(3)(A).
