The Federal Trade Commission (FTC) is responsible for enforcing the blackout prohibition and has the authority to act as it would under the Federal Trade Commission Act. Leagues are required to provide local fans access to view live all games of their team at no cost, with a quality of service equivalent to the best available, through a single viewing method. Exceptions to the free access requirement exist for minor league teams and leagues with fewer than 8 teams. The Federal Communications Commission (FCC) has jurisdiction over complaints alleging violations of the local fan access requirement. State attorneys general can bring civil actions on behalf of residents to enforce the Act and seek damages or other relief.
