What does NATIONAL HEALTH SERVICE CORPS RURAL PROVIDER LOAN REPAYMENT of Rural America Health Corps Act do?

This section establishes a demonstration program to provide loan repayment assistance to eligible individuals working in rural health professional shortage areas. Eligible individuals must be eligible for the existing Loan Repayment Program under section 338B of the Public Health Service Act but not currently participating in it. The program requires a 5-year period of full-time employment in a designated rural health professional shortage area. The Secretary will pay 1/5 of the principal and interest on eligible loans for each year of obligated service, with the remaining balance paid upon completion of the fifth year. The total loan repayment assistance cannot exceed $200,000 per individual. The Secretary may establish a liquidated damages formula for breach of agreement, but failing to complete service alone will not be considered a breach if completed in good faith. Provisions of the Public Health Service Act pertaining to the Loan Repayment Program described in section 338B will apply to this demonstration program. The Secretary will not consider the demonstration program or participating providers when designating health professional shortage areas from fiscal years 2026 through 2030. The Secretary must submit a report to Congress evaluating the program's effects on health care access in rural areas within 5 years of the Act's enactment. The program is authorized to receive $50,000,000 in appropriations for each of fiscal years 2027 through 2031.
