This section defines several terms related to digital assets, including 'blockchain,' 'decentralized finance trading protocol,' 'digital asset intermediary,' 'financial service provider,' and incorporates definitions from the GENIUS Act. Federal agencies are prohibited from providing financial assistance to digital asset intermediaries, digital asset service providers, distributed ledger protocols, decentralized finance trading protocols, or financial service providers related to digital asset activities to prevent failure or bankruptcy. Entities defined above are restricted from accessing emergency liquidity facilities established under the Federal Reserve Act. The Secretary of the Treasury is prohibited from using the Exchange Stabilization Fund to benefit these entities with respect to digital asset activities. This prohibition does not alter the Federal Reserve's authority to lend to depository institutions.
