The Secretary must establish the program within 180 days of enactment and award financing to at least three different proposals in at least three different states and to at least three different project sponsors. The Secretary is authorized to maintain sufficient staffing to administer the program and carry out projects under this subsection as milestone-based demonstration projects. The Act authorizes appropriations to the Secretary to carry out subsections (d) and (e).
