This section amends the National Institute of Standards and Technology Act to establish standards and guidelines for making open government data assets artificial intelligence-ready. The Director of the National Institute of Standards and Technology (NIST) is tasked with developing these standards and guidelines, in consultation with several agencies. The standards and guidelines should allow agency heads to adapt them to meet specific mission needs. Recommendations will be made for improving open government data assets for artificial intelligence development, including data quality, stewardship, and intellectual property management. The standards must require open government data assets to be, to the greatest extent practicable, artificial intelligence-ready, available for download, accurate, human-readable, in open and machine-readable format, and protective of individual privacy. The Director must publish proposed standards and guidelines in the Federal Register and solicit public comment for at least 60 days. The Director must publish the initial standards and guidelines within one year of the section's enactment and update them at least every two years.

This section amends the National Science and Technology Policy, Organization, and Priorities Act of 1976 by adding Title VII. Agencies must ensure any adaptations of the standards and guidelines remain interoperable with other agencies' data systems. Major information technology and high-performance computing acquisitions must explicitly account for the standards and guidelines.

What does ARTIFICIAL INTELLIGENCE AND MACHINE LEARNING READINESS OF of Artificial Intelligence-Ready Data Act do?

This section requires the Under Secretary of Commerce for Oceans and Atmosphere to ensure the National Oceanic and Atmospheric Administration's (NOAA) data assets support the integration of artificial intelligence and machine learning into operational forecasting. This integration should specifically support model analyses, forecasts, and reanalyses, in-situ and conventional observations, satellite datasets, and environmental observations critical for forecasting. The Under Secretary must adopt standards and guidelines described in section 701 of the National Science and Technology Policy, Organization, and Priorities Act of 1976, as amended by section 3, before implementing this requirement. The Under Secretary is required to provide annual briefings to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Science, Space, and Technology for five years, starting within one year of adopting the standards and guidelines.
