This section amends the Elementary and Secondary Education Act of 1965 to require local educational agencies (LEAs) to include mental health and suicide prevention information on student identification cards or, if cards are not issued, to publish this information on accessible websites and platforms. LEAs that issue identification cards must include contact information for the 988 Suicide & Crisis Lifeline, the Crisis Text Line, and a State or local suicide prevention hotline. LEAs that do not issue identification cards must prominently publish the same contact information on a publicly accessible website and include it on platforms used by secondary school students. The method of inclusion on identification cards is determined by the LEA, allowing for printing, stickers, or other methods. The Secretary of Education can designate alternative mental health services if existing ones become unavailable, notifying LEAs within 60 days. LEAs may voluntarily include additional mental health resources, such as school counselor contact information, and extend the information to teachers and administrators. The Secretary, in coordination with the Secretary of Health and Human Services, must conduct outreach campaigns to inform students, parents, and school personnel about these resources. The requirements for physical ID cards apply to school years beginning after the effective date of this section, and the requirements for online publication apply 60 days after the effective date.
