What does PUBLIC HEALTH RESPONSE AND EMERGENCY DETECTION THROUGH of PREDICT Act do?

This section amends the Public Health Service Act to establish a Wastewater Surveillance System. The Secretary, through the CDC, will award grants to eligible entities to establish, maintain, or improve wastewater surveillance activities for public health emergency preparedness. Eligible entities include State, Tribal, or local health departments, or partnerships with other public or private entities. Applications for awards must include a description of proposed activities, wastewater sampling site selection factors, a response plan, and a sustainability plan. Priority for awards may be given to entities that detail plans for public data access and assess community needs related to infectious disease monitoring. Funds awarded can be used to establish or enhance wastewater sampling and analysis capacity, conduct surveillance, and implement evidence-based practices. Eligible entities are encouraged to partner with other entities to leverage capabilities. The Secretary will provide technical assistance to award recipients. The Secretary must issue guidance within 180 days of enactment regarding wastewater surveillance assays and standards for testing methods and data reporting. The Secretary will continue to conduct or support research on wastewater surveillance for emerging infectious diseases.
