This section generally applies to obligations, expenditures, and contracts on or after June 30, 2026. Exemptions apply to applications for exemptions or waivers related to motor vehicle safety standards and motor carrier safety regulations, as well as actions related to vehicle safety testing, research, evaluation, analysis, or training.
