What does RURAL AREA DIGITAL INFRASTRUCTURE TECHNOLOGY GRANT PROGRAM. of FLOWS Act of 2026 do?

This section establishes the Rural Area Digital Infrastructure Technology Grant Program. The program provides infrastructure assistance to eligible entities in rural areas. Eligible entities include owners or operators of publicly owned water systems or treatment works, rural areas themselves, and States or Tribes acting on behalf of these entities. Grants may be used for designing, constructing, operating, and maintaining digital infrastructure technology for water infrastructure projects, including water supply, wastewater treatment, and stormwater management. Grant funds can also be used for training and workforce development related to digital infrastructure technology. Recipients may use grant funds for the initial acquisition and ongoing maintenance of software. Priority will be given to entities serving fewer than 3,300 people and those serving communities with the greatest need. The Administrator is authorized to appropriate $50,000,000 annually from fiscal years 2027 through 2031. The Comptroller General of the United States will conduct a study within 5 years of enactment to assess the impact of digital infrastructure technology in rural water infrastructure projects. A report detailing the study's results and the program's outcomes will be submitted to Congress by December 31, 2030.
