What does URBANIZED AREA FORMULA GRANTS FOR SERVICE IMPROVEMENT AND of S 3455 do?

This section amends Title 49 of the United States Code by adding Section 5308, establishing urbanized area formula grants for service improvement and safety and security enhancement. The Secretary of Transportation may provide grants to urbanized areas for operating costs, planning, capital projects to increase security, and safety risk mitigation. Apportionments for these grants are based on each urbanized area's operating expenses relative to the total operating expenses of all urbanized areas. Recipients of grants for operating costs must certify they will increase or support vehicle revenue service and maintain non-Federal expenditures. Recipients of grants for security improvements must certify they will maintain or increase non-Federal security expenditures. Operating assistance under this section is exempt from certain transportation planning requirements. Funds cannot be used to transition fixed-route public transportation service to on-demand services provided by third-party contract providers. Urbanized areas can use up to 10% of apportionments under section 5336 as if originally made available under this section. Grants for operating expenses cover 80% of the net project cost, with the possibility of additional local matching amounts.
