What does ATTRACTING HIGHLY QUALIFIED EXPERTS IN ARTIFICIAL of S 3339 do?

Total annual compensation for an appointed individual, including basic pay, comparability payments, and incentives, is capped at the Vice President's total annual compensation. Appointed individuals may be deemed employees for certain purposes under Title 5 of the United States Code, at the Secretary's discretion. Certain provisions of Title 5, including chapters 33, 51, and subchapter III of chapter 53, do not apply to appointments made under this section. Appointments are initially for a maximum of 24 months, with potential extensions of up to 24 additional months contingent on a certification to Congress and the President. Appointed employees will primarily focus on improving measurement and forecasting related to artificial intelligence's impact on labor markets and workforce training needs, as well as policymaking related to workforce adjustments. The total number of employees serving under this section is limited to 20. The Secretary must submit annual reports to Congress detailing the number of employees, their qualifications and duties, and an assessment of their impact. This section does not waive suitability requirements or security clearance requirements for Federal employment. The authority to make appointments under this section terminates four years after enactment, unless extended by federal law.

What does ARTIFICIAL INTELLIGENCE WORKFORCE RESEARCH HUB. of S 3339 do?

This section establishes an Artificial Intelligence Workforce Research Hub within the Department of Labor. The Hub will collaborate with the Bureau of the Census, the Bureau of Economic Analysis, and the Bureau of Labor Statistics. What does MODERNIZING ACCESS TO ARTIFICIAL INTELLIGENCE-RELATED LABOR of S 3339 do?

This section establishes a Job-to-Job Data Pilot Project to produce a recurring statistical series on worker flows between occupations, particularly those impacted by artificial intelligence. The Secretary of Commerce, through the Census Bureau Director, will carry out the pilot project in consultation with the Secretary of Labor and the Chief Statistician. The Secretary of Labor will designate occupations for data collection, publishing a list in the Federal Register at least once every two years, starting within 240 days of enactment. Occupations will be designated based on factors like potential worker dislocation due to AI, data value, feasibility of collection, and existing data gaps. The Director may use various data sources, including federal surveys, partnerships with private entities, and pilot projects with states and localities. The first statistical series is expected within 18 months of enactment, with subsequent series published at least quarterly. If producing the statistical series is deemed impracticable or excessively costly, a public report will be submitted outlining barriers, potential changes, and a cost-benefit assessment. The Commissioner of Labor Statistics will assess proposals to facilitate researcher access to data related to AI's impact on the workforce. No additional appropriations are authorized to carry out this section.

What does SUPPORT FOR EVALUATION OF ARTIFICIAL INTELLIGENCE AUTOMATION. of S 3339 do?

The Director will seek to avoid common problems in AI benchmarks, including training data contamination and rapid loss of discriminatory value. The Director may also award grants or cooperative agreements to support the design, construction, validation, and maintenance of benchmarks. The Director can contract with various entities to design and administer the prize competitions and related activities. The section authorizes $7,000,000 to be appropriated to the Secretary of Commerce for implementation from fiscal years 2026 through 2030.

What does VOLUNTARY ARTIFICIAL INTELLIGENCE ADOPTION AND USE REPORTING of S 3339 do?
