The Secretary of Defense may waive the prohibition for up to 180 days if they certify to the congressional defense committees that doing so is in the national security interest of the United States. The definition of 'lobbying activities' and 'lobbying contact' are derived from section 3 of the Lobbying Disclosure Act of 1995, with an exception to clause (iv) of paragraph (8)(B)(iv) of that section.
