The model allows payment under Part B of Title XVIII for treatment services furnished by ground ambulance providers or entities with arrangements, when a ground ambulance vehicle is dispatched but transport is not required. Services must be provided in response to an emergency medical call and in accordance with state and local requirements, potentially including audiovisual telecommunications technology for online medical direction. Payment rates for services under the model will generally align with rates for services that would have resulted in transport. If telehealth services are furnished in conjunction with treatment under the model, the individual's location will be treated as an originating site for telehealth payment purposes. The model will be carried out for a period of 5 years. The Comptroller General of the United States must submit a report to the House Committee on Ways and Means and the Senate Committee on Finance within 4 years of implementation, analyzing the model’s impact on beneficiary access to emergency medical services, outcomes, and resource utilization.
