This section establishes federal student loan borrower relief for federal employees during government shutdowns. It defines 'covered individual' as federal employees, contractors supporting those employees, who are impacted by a lapse in appropriations. During a lapse in appropriations of at least 14 days in fiscal year 2026 or subsequent years, the Secretary of Education must suspend payments on federal student loans (part D of title IV of the Higher Education Act) for covered individuals. Interest will not accrue on loans during the payment suspension period. Suspended loan payments will be treated as if they were made for loan forgiveness programs. The Secretary must ensure that consumer reporting agencies treat suspended payments as regularly scheduled payments.
