What does APPROPRIATIONS. of Military and Federal Employee Protection Act do?

This section establishes appropriations for fiscal year 2026 to provide standard employee compensation to covered individuals affected by lapses in appropriations during the covered period. The 'covered period' is defined as October 1, 2025, to the date of enactment of this Act. ‘Standard employee compensation’ includes basic pay, allowances, benefits, and other regular payments. Agencies are required to provide this compensation to covered individuals, including employees, contractors, and members of the Armed Forces who experienced a lapse in compensation or furlough. Agencies must distribute compensation as soon as practicable, but no later than seven days after enactment. Funds provided under this section are restricted to standard employee compensation and cannot be transferred or used for other purposes. The compensation is subject to the requirements of the Full-Year Continuing Appropriations and Extensions Act, 2025. Expenditures made under this Act will be charged to future appropriations. This section is to be construed as providing covered individuals with compensation for the entire covered period, regardless of furlough status.
