The Secretary of the Interior will administer the trail, respecting its 'idiosyncratic nature'. The Secretary must consult with affected Indian Tribes prior to activities impacting them. The United States is restricted from acquiring land outside federally managed areas without consent or acquiring more than 1/4 mile on either side of the trail.
