What does COMMUNITY ECONOMIC DEVELOPMENT TRANSMISSION FUND. of Energizing Our Communities Act do?

This section establishes the Community Economic Development Transmission Fund (CEDTF) within the Treasury. The CEDTF will be managed by the Secretary of Energy and used to make payments to host communities. A portion of the interest from covered loans will be deposited into the Fund. Covered loans include those issued under the Infrastructure Investment and Jobs Act, loans for eligible projects under the Western Area Power Administration’s Transmission Infrastructure Program, and loans identified in a report by the Secretary of Energy. Eligible projects involve the construction, financing, or maintenance of electric power transmission lines capable of transmitting 999 megawatts or more. Host communities are local governments or Indian Tribes with jurisdiction over land where eligible projects are carried out. Payments to host communities will be made no later than 18 months after construction commences and will be based on a formula that considers input from host communities and stakeholder groups. Host communities can use up to 80% of the funds for community support services and at least 20% for conservation, stewardship, or recreation purposes. The Secretary must submit reports to Congress detailing the Fund’s operation and loan programs.
