The Secretary has the authority to waive any of the requirements for defining a rehabilitation innovation center. The Secretary may implement the new clauses through program instructions. The Paperwork Reduction Act does not apply to data collected under these provisions. Within three years of the Act's enactment, the Secretary of Health and Human Services must submit a report to Congress with recommendations to preserve access to rehabilitation innovation centers. The Secretary may disseminate research and best practices identified by these centers in the report, as permitted by law.
