This section establishes the Timber Production Expansion Guaranteed Loan Program within the Department of Agriculture. The Program provides loan guarantees to eligible entities for establishing, reopening, retrofitting, expanding, or improving wood-processing facilities. Eligible entities must own or operate a sawmill or wood-processing facility in a rural area. Eligible Federal land is identified by the Secretary of Agriculture, in coordination with the Secretary of the Interior, as high or very high priority for ecological restoration involving vegetation removal. The Secretary must review Federal land and identify units suitable for ecological restoration at least once every five years. Loan guarantees are provided if a wood-processing facility would substantially decrease the cost of ecological restoration projects on eligible Federal land. The maximum amount of loan guarantees under the Program is $220,000,000.
