This section establishes a pilot program to improve eligible veterans' access to hospital care, medical services, and extended care services by allowing them to choose health care providers. The Secretary of Veterans Affairs will carry out the pilot program in a minimum of four Veterans Integrated Service Networks. The pilot program allows veterans to receive care at Department of Veterans Affairs facilities regardless of the veteran's residing Network. Veterans participating in the pilot program may select a primary care provider and may also select specialty care providers. The Secretary shall furnish information to eligible veterans regarding eligibility, cost sharing, treatments, and providers. The pilot program will run for three years, beginning one year after the Act's enactment. Following a four-year period after the Veterans Health Care Freedom Act's enactment, certain requirements related to care access will be removed, and veterans will have the same ability to choose providers as in the pilot program. The pilot program will be funded using existing amounts available to the Veterans Health Administration; no additional appropriations are authorized.
