This section amends the Federal Land Policy and Management Act of 1976 to allow for the temporary use of vacant grazing allotments. The Secretary of Agriculture (for National Forest System land) and the Secretary of the Interior (for public lands) are designated as the 'Secretary concerned'. A grazing permit or lease holder may temporarily use a vacant allotment if their existing allotment is unusable due to unforeseen natural events or disasters. The Secretary concerned must consider existing permit/lease terms, ecological conditions, and prior agency agreements when establishing terms for temporary use. The Secretaries are directed to coordinate to facilitate the use of vacant allotments regardless of agency jurisdiction. The temporary use of a vacant allotment does not alter the original grazing permit/lease terms or the holder's preference to return to the original allotment. The Secretary concerned will determine the duration of temporary use based on the condition of the vacant allotment and the time needed to restore the original allotment. Within one year of enactment, the Secretary concerned must establish guidelines to efficiently carry out activities authorized by this section.
