This section establishes the Ralph David Abernathy, Sr., National Historic Site in the State as a unit of the National Park System. The site will preserve, protect, and interpret the historic West Hunter Street Baptist Church and Dr. Abernathy’s role as a civil rights leader. The Historic Site will not be formally established until the Secretary determines sufficient land and interests in land have been acquired. The boundary of the Historic Site is generally depicted on a Map. The Secretary may acquire land and interests in land through donation, purchase from a willing seller, or exchange, with some limitations on acquiring land owned by the State or political subdivisions. The Secretary will administer the Historic Site according to this section and applicable laws governing units of the National Park System. A management plan for the Historic Site must be completed within three years of funds being made available. The Secretary may enter into agreements with the State or other entities to provide interpretive, educational, administrative, and technical services related to the Historic Site.
